They took a recognizable city skyline and put the mushroom cloud behind it. If it had been accurate, the skyline would have been just another dust cloud. Either the artist was totally ignorant of the effects of a megaton-sized airburst bomb a few miles away, and the story and art editor didn't care; or, the editorial staff were ignorant and to blame for instructing the artist to stick to only their own vision of that type of nuclear bomb strike.
