		<description>I remember a sci-fi story I read when I was a kid that involved a weather bureau in a future time when folks *could* control the weather.  The bureau spent all its time trying to keep everyone from doing on their own and causing mass confusion -- telling them that if they wanted some particular sort of weather, they needed to contact the bureau so it could be handled in an orderly fashion.   

The punchline was:  &quot;Everybody does something about the weather, but nobody talks about it!&quot;

		<description>It&#039;s amazing how little changes in this field. There are still people claiming to be able to change the weather with similar gadgets. I&#039;m guessing that the only thing that tower ever attracted was lighting.</description>
