I’m guessing this was just some invented idea of Stalin’s propaganda machine and never really existed. The idea being, “look how more progressive we are than the West!”. (Never mind that eliminating wolves is a disastrous idea for any ecosystem. And yes, there are wolves where I live, lots of them.)
